OVHcloud and Scaleway are European cloud providers with data centres in the EU, particularly in France. They offer scalable infrastructure for applications, databases and services without your data having to leave the European legal sphere. That makes them a foundation for projects that want to combine scalability with data protection and digital independence.

For European cloud infrastructure, OVHcloud and Scaleway are among the providers we regularly consider at Conexa Digital. When a project demands EU data residency and independence from non-European corporations, we set up servers, services and databases on this foundation. Which provider fits best in a given case is decided by the requirements, the region and your specifications.

Why it matters to you
Anyone processing sensitive data benefits when the infrastructure is governed by European law and carries no non-European access risks. OVHcloud and Scaleway keep your data in the EU and thereby make GDPR-compliant processing easier. At the same time, they reduce dependence on a handful of global providers — a contribution to long-term digital sovereignty.
In practice
An online shop is meant to be able to grow without server capacity having to be firmly booked from the outset, and the customer data is to stay in the EU. We set up the infrastructure at Scaleway, with a database that can be expanded without a rebuild as order volumes rise. Scaling here means that additional computing power is switched on when needed, instead of planning oversized from the start and paying for unused capacity. For the customer this pays off in lower fixed costs in the early phase, along with a clear answer to the question of where their data is held — a question that is asked more and more often in consultations with end customers and that can be answered here without any detour.
When we do not use it
OVHcloud and Scaleway are the wrong choice when a project depends on a very specific managed service that only a large hyperscaler offers in mature form, such as certain AI training platforms or niche database services. Likewise, we do not choose them when an existing system landscape is already firmly built on another provider and a switch would cause disproportionate effort. In such cases we fall back on StackIT as a further EU option or, where the task demands it, on an international provider.
For the record
OVHcloud received the SecNumCloud 3.2 qualification from ANSSI, the French cybersecurity agency, for its »Bare Metal Pod« platform on 31 March 2025.
SecNumCloud is not a self-declaration but a state qualification — which sets it apart from most sovereignty claims on the market. Important for context: it applies to this part of the platform, not to OVHcloud as a whole. Scaleway states that it is still in the qualification process and has not yet been qualified.

What distinguishes OVHcloud and Scaleway from US cloud providers?
Both are European companies with data centres in the EU, governed by European law. Your data therefore remains within the European legal sphere, which eases GDPR-compliant processing and markedly reduces non-European access risks.
Is a European cloud automatically GDPR-compliant?
An EU location is an important foundation, but it does not replace correct configuration and contractual arrangements. Conexa Digital ensures privacy-compliant implementation during setup — the location creates the precondition; the execution determines the outcome.
Does Conexa Digital commit to one of these providers?
No. OVHcloud and Scaleway are two sovereign EU options among others in our toolkit. We choose infrastructure based on the specific need, the desired region and your requirements — and openly recommend whatever fits best.
